What is Home Health Care?

Many elders and disabled adults are able to receive health care at home. Home health agencies today provide a full range of health and supportive services that span the full cycle of life.

These services include skilled nursing, home health aide, homemaker/housekeeping, social services, physical, occupational, and speech therapy, nutrition counseling, and case management.

For individuals who need assistance with certain activities of daily living, such as bathing, dressing, grooming, and getting in and out of bed, home health agencies can provide home health aides or personal care homemakers.

Home health services are delivered under the guidance of a patient's physician, in close collaboration with hospitals, nursing homes, and other health care providers and facilities so that patients move seamlessly from one setting to the next as their needs change.

Home health services are typically covered by Medicare, Medicaid, private health insurers and health maintenance organizations.

Does Medicare provide any benefits for Home Health Care?

The Medicare home health benefit is covered when certain eligibility and coverage requirements are met. These are:

  • The patient must be homebound.
  • The patient must need intermittent skilled nursing care, physical therapy, or speech therapy (occupational therapy may be covered when other therapy services are indicated).
  • Skilled nursing and home health aide services must be provided on a part-time or intermittent basis. When combined, these services must be less than eight hours each day and 28 hours or fewer during a week.
  • The patient must be under the care of a doctor.
  • The doctor must actively participate in the planning of home care.
  • Home health services must be performed by a Medicare-certified home health agency.
  • The home health services must be medically reasonable and necessary for the treatment of the patient's illness or injury, in accordance with Medicare laws.
